Educational Qualifications: M.A in English literature and M.Phil in Public Administration. Worked as College Lecturer and taught English Literature for one year in Miranda House Delhi during 1969-70 and for one year in Dyal Singh College, Karnal, during 1970-71.

Professional Experience : Joined the Indian Administrative Service in 1972 & have worked on various senior posts in the State Government in the departments of Revenue, Education, Industries, Excise & Taxation, Home, General Administration, Industrail Training & Vocational Education, Wildlife Preservation, Labour & Employment etc. Was on deputation to Govt. of India and worked as Joint Secretary in the Ministry of Food Processing Industries for five years from 1992 to 1997. Held additional charge as first vice chancellor of Bhagat Phool Singh Women's University from 25.8.2006 to 13.3.2007. Was Financial Commissioner & Principal Secretary to Govt. of Haryana Revenue and Disaster Management Department from 1.9.2006 to 31.8.2007 and Chief Secretary, Govt. of Haryana from 31.8.2007 to 29.2.2008. Retired from the IAS on 28.2.2008. Held the post of Chairman, Environment Impact Assessment Authority, Haryana, from 28.4.2008 to 4.9.2008. Joined as Administrative Member, Central Administrative Tribunal, Chandigarh on 4.9.2008
