1. Born to Mrs. Phool Anand and Mr. I.P. Anand, a former Judicial Officer in the State of Haryana. Graduated in Law from Punjab University, Chandigarh in the year 1968. After a short while of practice at the Punjab & Haryana High Court, joined Judicial Service in the State of Haryana. At the time of selection, was under-age and had to wait for attaining the minimum age for joining service. To the best of information, was the youngest ever to be appointed as a Judicial Officer. Appointed, by promotion, to the Superior Judicial Service in the year 1984. Remained District Judge (Vigilance) for the State of Haryana for a period little less than four years.
2. During the elevation period as a Judge of the Punjab & Haryana High Court, authored many judgments touching vital issues. Granted orders on judicial side for time-bound disposal of the child custody cases and also the cases pertaining to the grant of permission to sell minor's property. Also granted orders, on judicial side, for time-bound disposal of the eviction proceedings filed by the NRIs for personal custody and also by the retires.
3. Took judicial notice of the post-retiral security for Judicial Officers. Also took judicial notice of the mess prevalent in the protection homes in the State of Punjab.
4. Handled the Bhopal Gas Disaster case in his capacity as Addl. Legal Adviser in the Law Ministry, Govt. of India. He had been selected for that appointment by the Union Public Service commission on the basis of an All India Selection.
5. Held variety of appointments e.g. Joint Legal Remembrancer-cum-Joint Secretary, Govt. of Haryana, Presiding Officer, Industrial Tribunal-cum-Labour Court, Haryana and Distt. Judge (Vigilance), Haryana.
6. Authored a publication "The Other Facet" - a compilation of the humorous instances he came across during service career, lasting a little less than four decades.
7. Was appointed as Member of the Human Rights Sub Committee (during the course of posting in the Vigilance dispensation of the High court) in terms of the mandate of Apex Court. That appointment came about as there was no Human Rights Commission in the State of Haryana.
8. Retired as Judge from Pubjab & Haryana High Court on 11.7.2011 on attaining the age of superannuation.
9. Joined as Judicial Member of the Central Administrative Tribunal w.e.f. 24th September, 2010.
